Cambridgeshire & Peterborough Integrated Care System (ICS) brings together NHS organisations and providers, local authorities, and Voluntary, Community and Social Enterprise (VCSE) organisations, to promote, support and improve the health and wellbeing of almost a million people living locally.

Our partnership works with a wide range of organisations to achieve our shared vision. In addition to NHS organisations and providers, Local Authorities, and VCSE organisations, we work with local people, patients, service user and carer groups, education providers, research organisations, the Combined Authority, industry and a range of others. 

How we will get there 

Our work builds on the experiences of Cambridgeshire and Peterborough Sustainability and Transformation Partnership (STP) and Cambridgeshire and Peterborough Clinical Commissioning Group (CCG).  

We have learnt many lessons about how to maximise the positive impact we have on the health and wellbeing of local people and communities, but the four design principles (or ways of working) we will use to guide all of our work are:

How will decisions be made? 

As a partnership organisation, Cambridgeshire & Peterborough Integrated Care System will set the strategy and vision for the area. 

ICSs will be responsible for how health and care is planned, paid for and delivered. They are made up of two core elements – Integrated Care Partnerships (ICPs) and Integrated Care Boards (ICBs). Subject to the passing of the Government’s Health and Care Bill, ICBs will become statutory bodies on 1 July 2022 and replace Clinical Commissioning Groups, in our case Cambridgeshire and Peterborough CCG. 

For our area, our Integrated Care Board (ICB) is known as NHS Cambridgeshire & Peterborough, and our Integrated Care Partnership is known as Cambridgeshire & Peterborough ICP.  

NHS Cambridgeshire & Peterborough will have a main board, and the committees outlined below to ensure we have strong governance and decision making structures in place.

Why an Integrated Care System? 

Integrated Care Systems (ICS) are geographically based partnerships that bring together organisations that meet health and care needs, improve population health and reduce inequalities. They form a central part of the NHS Long Term Plan and will cover the whole of the country.  

ICSs are responsible for ensuring joint working between the NHS and Local Authorities to make shared commissioning (buying) decisions with providers, the voluntary, community and social enterprise sector  (VCSE) and local people about how they use their resources, design services and improve the overall health and wellbeing of local people. 

The final legislation to enable the ICS to come into being is progressing through Parliament now, with a target date for Integrated Care Systems and Integrated Care Boards coming into effect from 1 July 2022, replacing CCGs. In advance of this date, we are working in shadow form.
